1. Hitler and Stalin made a pact, not because they liked each other, but because they din't want to fight each other. The picture described this by having them meet and address each other as "Scum of the earth" and "Assassin of the workers". The dead bodies are from all the death they caused.

2.The sea is the chaos of war. The man reaching for the floaty is europe thinking that the munich pact would save them from war. So he reaches for it.

3.Hitler is the small bird peking in the background. America is symbolized as the lazy bird who thinks that the other bird will be too tired to threaten him. Instead of acting he does nothing.

4.The Countries of europe are scared, so they let Hitler walk on them.
